Chelsea Faces Potential Fine Over FIFA Club World Cup Regulations Amid Cole Palmer Decision
Chelsea risks incurring significant fines due to FIFA’s stringent regulations regarding the upcoming Club World Cup, set to take place in the United States from June 15 to July 13, 2025.
For the first time, the tournament will feature 32 teams and has sparked a legal complaint from European leagues and unions against FIFA, which they accuse of monopolizing the tournament’s timing without adequate consultation.
As Chelsea prepares for this summer challenge, they will need to field their strongest squad throughout the tournament, as mandated by FIFA.
Any failure to comply could result in fines starting at £445,000.
Moreover, the club must navigate releasing players for international duty prior to the tournament, specifically between June 2 and June 10, which complicates their preparations.
The busy schedule has already led to implications for players like Cole Palmer, who has been left out of Chelsea’s squad for the initial phase of the Conference League.

FIFA’s regulations also allow teams to include up to 35 players in their final squad list, with a window from June 27 to July 3 where players with expiring contracts can be replaced, as well as new summer signings.\
However, player welfare concerns have led some to consider boycotting media obligations, potentially leading to conflicts with tournament regulations that enforce attendance at all events.
These developments underscore the challenges Chelsea faces as they navigate both domestic and international commitments, with the looming prospect of penalties adding to the pressure.
